Project summary

The Southern Centre for Inequality Studies (SCIS) – with support from the Open Society Foundation – is preparing a survey of black economic empowerment policy in South Africa. Whilst most agree that progress with empowerment policy has been limited, there remains no clear framework for monitoring progress or evaluating outcomes.
